The only difference is that every time Israel seeks a new pretext for pursuing the policy.\r\n\r\n\tPrior to the recent genocidal offensive against Gaza, the regime used the suspicious kidnapping and killing of three Jewish settlers to embark on a vast expansion project in the occupied area. The settlement projects were stopped however after the offensive was launched.\r\n\r\n\tThough having many fruits for the Palestinian side, the Gaza ceasefire provided the necessary calm for the regime to resume its decades-old policy in the occupied West Bank.\r\n\r\n\tFaced with heavy criticism at home due to his despicable defeat in the war on Gaza, the Israeli Prime Minister Benjamin Netanyahu has stepped up settlement expansion projects in order to save some face on his side. The confiscation orders were mothballed since 2000 as the regime did not dare to meet them. Netanyahu better knows that Palestinians have directed their efforts towards the formation of a viable state and even the ceasefire negotiations pursued the mainstream target. Netanyahu apparently seeks to advance his bi-national-single-state initiative by stepping up the settlement construction projects so that the Palestinian side is presented with a fait accompli.\r\n\r\n\tWestern governments however reject the initiative as it risks expansion of Apartheid in Palestine. The west seeks to woo the regime to accept the two-state solution but to no avail. The resumption of settlement construction then translates into an affront to the international community, including the regime's own allies.\r\n\r\n\tThe Palestinian Authority is partly to blame as it has already failed to use its upgraded international status to sue the regime in international courts. Besides the regime's war crimes in Gaza, it may also be sued for its current atrocities in the occupied West Bank and al-Quds, including its efforts to change the geographical and demographic map of the area and persecution of the Palestinian population there.\r\n\r\n\tNevertheless, international bodies have shown to be unreliable in offering the necessary instruments for suing the regime.
